Department of Transit
New City Department: Effective July 1, 2019

The Department of Transit is responsible for planning, developing, and maintaining a multi-modal transportation system that supports all modes of transportation, including biking, walking, intermodal, rail, air, and public transportation.

The Department is comprised of 4 divisions that function collectively to make your travels safe and efficient, your streetscapes more attractive and your daily life full of multi-modal options. 

  • Planning & Policy is responsible for developing and maintaining the city's Multi-modal Transportation Master Plan, public transportation service evaluation, environmental evaluations, GIS mapping, data management, safety education, and public engagement.
  • Transportation Engineering is responsible for the design and construction management for the city and Virginia Department of Transportation projects. The division includes the Traffic Operations Center and Traffic Management Center that operates and maintains the traffic signal and traffic management systems, maintains all street signs and pavement markings, and assist with special events.

  • Right of Way Management coordinates, permits, and inspects construction and other activity within the roadways and serves as the liaison to developers, contractors, and private franchise utility companies from site plan to post Grand Opening. The division generates General Fund revenue annually through permit and franchise utility fees which are, in turn, used for city right of way upkeep.  The division is also responsible to administer and enforce all code sections pertaining to the right of way including the Right of Way Excavation and Restoration Manual and encroachments.  

The Department of Transit aims to achieve complete, safe, and healthy streets that support mobility beyond boundaries through innovative and strategic multi-modal transportation planning, project development, programming of local, state, and federal funds that lead to implementation of multi-modal transportation projects.
