Historic Districts
Norfolk has several locally zoned historic districts. In order to maintain the character of these districts all exterior alterations, new construction and often demolition, must be approved through the design review process and property owners must obtain a Certificate of Appropriateness (COA).

The applications for COA’s are reviewed bimonthly by the Architectural Review Board and the Planning Commission.

These bodies issue COA’s based on Design Guidelines, which were established for each district.
